LCO License Registration India 2026: Postal, MIB & TRAI

Running a cable TV network in India without a valid registration puts your business at risk. Since 17 January 2025, local cable operator (LCO) registration is handled entirely online by the Ministry of Information and Broadcasting (MIB) on the Broadcast Seva portal. This guide covers what changed, what it costs, how long it lasts and how to renew.

What Is an LCO Licence?

An LCO licence is the registration required under the Cable Television Networks (Regulation) Act, 1995 to operate a cable TV network. Operators say "licence"; the rules say "registration". It is the same thing. It lets you carry channels from an MSO to subscribers legally and sign interconnection agreements.

What Changed in January 2025

According to the Press Information Bureau release of 17 January 2025, the amended Cable Television Networks Rules brought these changes:

  • New registration and renewal are applied for online on the Broadcast Seva portal, and the certificate is issued online.
  • MIB is the registering authority, replacing the earlier post-office route.
  • Registration is granted or renewed for five years.
  • The processing fee for registration or renewal is ₹5,000.
  • Registration is valid throughout India, not only in one district.

Older guides that quote a ₹100 postal fee, annual renewal or Form 1 at the post office describe the previous system. Do not rely on them. For a full cost breakdown and what agencies add on top, see our LCO licence fees guide.

How to Register Online

  1. Open the official portal at new.broadcastseva.gov.in and create an account with your mobile number.
  2. Choose the Local Cable Operator application and fill in your details, operating areas and MSO linkage.
  3. Verify identity. Aadhaar verification is quickest; otherwise upload PAN and the identity documents the portal asks for. Companies are checked against MCA records.
  4. Pay the ₹5,000 processing fee online.
  5. Track the application and download the registration certificate once it is issued.

Document lists and screens can change, so follow the checklist shown on the portal rather than any third-party copy.

Renewal: Apply Early

Renewal is also online and costs ₹5,000. MIB's advisory of 17 January 2025 tells operators whose registration expires in less than 90 days to apply for renewal immediately, so treat 90 days before expiry as your deadline and set a reminder. If you still hold an old postal registration, check its expiry and renew through Broadcast Seva.

LCO Registration vs ISP Licence

The LCO registration from MIB covers cable TV. If you also sell internet, you need a separate authorisation from the Department of Telecommunications (DoT). DoT is moving to new authorisation rules in 2026, so fees and categories change. Check current figures on the DoT e-services portal before budgeting, and see our guide on how to become an ISP provider in India.

TRAI Obligations Alongside MIB Registration

MIB handles registration. TRAI sets tariff and quality-of-service rules, including clear billing and complaint handling. Good records make both easier. Tools like LNO360 help operators keep billing and complaint logs in one place.

Frequently Asked Questions

How much does an LCO licence cost in India?

The processing fee is ₹5,000 for both new registration and renewal, paid online on Broadcast Seva.

How long is an LCO registration valid?

Five years, and it is valid throughout India.

Can I still apply at the post office?

No. New registrations and renewals go through the Broadcast Seva portal.

When should I renew?

Apply at least 90 days before expiry. MIB's January 2025 advisory asks operators close to expiry to renew immediately.

Do I need a separate licence for broadband?

Yes. Internet service needs a DoT authorisation in addition to the MIB cable registration.

Conclusion

Register on Broadcast Seva, pay ₹5,000, keep the five-year certificate safe and renew 90 days ahead. Sources: PIB release PRID 2093753 and MIB advisory dated 17 January 2025.
